GENERAL PURPOSE:

The HoD – RDE is a key leadership position responsible for driving strategic initiatives, overseeing operational excellence, and ensuring seamless execution of departmental objectives. This role focuses on managing technical operations, optimizing resources, and aligning departmental goals with the organization’s overarching strategy. The HoD – RDE will serve as a liaison between technical teams and executive leadership, ensuring transparency, collaboration, and innovation

JOB RESPONSIBILITIES & AUTHORITIES:

The role of the HoD – RDE is to undertake the following overall responsibilities:

  • Develop and implement strategic plans aligned with organizational goals.
  • Translate high-level technical strategies into actionable plans for teams and projects.
  • Foster a culture of innovation and continuous improvement within the department.
  • Lead, mentor, and develop a high-performing team of managers and technical professionals.
  • Allocate resources effectively to ensure the successful execution of projects and initiatives.
  • Monitor team performance and implement training and development plans to address skill gaps.
  • Oversee the planning, execution, and delivery of technical projects, ensuring adherence to timelines, budgets, and quality standards.
  • Implement robust project management frameworks and tools to enhance operational efficiency.
  • Identify and mitigate risks to ensure project success.
  • Act as a bridge between technical teams and senior leadership, providing clear and concise updates on progress, challenges, and opportunities.
  • Coordinate with cross-functional teams to ensure alignment on organizational priorities.
  • Represent the department in internal and external meetings, conferences, and industry forums.
  • Establish KPIs and metrics to evaluate the performance of teams and projects.
  • Generate detailed reports and presentations for the stakeholders.
  • Conduct regular reviews to assess progress and recommend improvements.
  • Stay updated on emerging technologies and industry trends to drive innovation.
  • Evaluate and implement tools and technologies that enhance operational capabilities.
  • Define the technology roadmap and ensure its effective implementation.
  • Ensure compliance with organizational policies, industry standards, and regulatory requirements.
  • Identify and address risks related to technical operations and project delivery.
  • As HoD – RDE, lead strategic research initiatives, particularly in the context of Ambulance services, EMT and driver performance.
  • Establish partnerships with industry experts to conduct applied, data-driven research that informs evidence-based practices.
  • Translate research findings into actionable improvements in training programs, operational protocols, and service delivery across the province.
  • Ensure continuous integration of research insights into departmental planning, innovation, and quality enhancement initiatives.

COMPETENCY MATRIX:

Technical Skills

  • MS- Office, Power Point Presentation, Advance excel Skills
  • Familiarity with the tools, concepts and methodologies of Training Content Development, Pedagogy, and Delivering Training
  • Certification: BLS, ALS, ACLS and PALS, any additional medical certification is preferable

Management Skills

  • Strong oral and written communication skills with strong presentation skills.
  • Teamwork and collaboration skills; ability to work with senior management.
  • Excellent analytical abilities to grasp the key points from complicated details and assessments.
  • Good leadership capabilities to strategically execute year round training plan.
  • Be able to manage teams – both internal and external clients.

Qualification: MBBS from an HEC recognized institution. Post-graduation in a specialty, or MBA, preferable.

Experience: 10-15 years experience in healthcare, with exposure to quality systems as well as healthcare training & development.
