GENERAL PURPOSE:

The District Manager is responsible for ensuring uninterrupted, high quality of operations wing at Station Level, which are consistent with the policies and procedures laid down by the Sindh Integrated Emergency & Health Services.

JOB RESPONSIBILITIES & AUTHORITIES:

Human Resources Management

  • Staff scheduling and roster development; ensures proper allocation of staff according to prescribed model.
  • Ensure attendance and coverage for all staff absences including use of electronic attendance system.
  • Monitor the ongoing performance of the Ambulance Teams at stations and respective key points.
  • Provide coaching and counseling to staff in a professional manner and consistent with the People & Culture policies.
  • Approve the Attendance Reports at month end for payroll and sends to People & Culture department.
  • Record leave and maintains records for submission to Zonal Manager
  • Implement all People & Culture Policies and Disciplinary Procedures at his respective station.
  • Arrange and conduct formal staff training on relevant EMS topics.

Ambulance Management  

  • Ensure adequate supervision of handing and taking over procedures; countersigning all the forms at day-end and taking notice of all the faults notified by the ambulance crew, for further action towards rectification.
  • Ensure all ambulances are mechanically fit for safe and effective functioning. Reports malfunctioning of ambulance or equipment within 24 hours to responsible personnel. Keep track of routine maintenance schedules (e.g. oil change, AC service, brake service, fumigation, and car wash).  Follow up with the Ambulance Repair workshop on the expected date of completion of repair and signs off on the completion of job card.
  • Warrant all ambulance equipment is fully functional, and the staff knows how to use them properly.
  • Safeguard infection control procedures are implemented, and understood by all the staff.
  • Safeguard staff and patient safety procedures (e.g. seat belt, safe driving) are followed.
  • Monitor ambulance fuel consumptions and refueling exercise
  • On a daily basis, perform at least 01 ambulance inspection in detail, with documentation.

Station Management

  • Liaise with the Control & Command Centre to ensure that communication protocol is being followed
  • Ensure Station Equipment is functional at all times
  • Assume responsibility for any urgent matters on behalf of Management
  • Conduct audits on inventory of supplies
  • Ensure weekly meeting with Station Coordinators, with documentation of agenda and attendance
  • Ensure to attend weekly meeting with Zonal Manager for all service issues, with documentation
  • Generate weekly and monthly station reports and circulates them to line management
  • Generate Daily Station Operations Report and circulates it to line management by 1000 hours
  • Ensure work environment and processes are safe for the staff. Report unsafe acts and unsafe conditions promptly to line management.

Financial Responsibility

SPONSIBILITIES & AUTHORITIES: Manager Operations.

  • Prepares Purchase Orders for any requirements of the Station and follows up for timely delivery.

Trainings:

  • Daily:  5 to 10 minutes’ engagement meeting with staff and discussion on relevant EMS topics
  • Weekly: 15 -30 minutes’ station meeting/presentation on relevant EMS topics.
  • CME: Ensure attendance of staff in Training at RDE (individual monitoring of each staff’s attendance record to ensure each of the staff has attended all the mandatory lectures).
  • Maintaining training records for individual employees at station level.
  • Staff scheduling & Roster Management
  • General administrative decisions related to functioning of daily station activity.
  • Any other task assigned by the Zonal Operation Manager

Qualification: MBBS/ Master or Bachelors along with 3 years working experience in Emergency Medical Services

Training / Courses (Preferable): General Management, Basic Computer, Basic Accounting, Basic Inventory, Team Building, Data Entry, Analysis and Reporting, Problem/Conflict Resolution, Basics of H.S.E.Q. (Health, Safety, Environment, Quality)

Experience: 3-5 Years
