GENRAL PURPOSE

This position is responsible to lead contract division of Commercial (Procurement & Supply Chain) department. The purpose of this job is to shift regular procurement spend towards contracts and to establish strategic partnerships through long term agreements (LTAs). Ensure implementation of procurement functions and process as per supply chain policies and Service Level Agreement; responsible to manage team of procurement, looking after overall Procurement categories and review SOP and assure it compliance on annual basis.

NATURE AND SCOPE OF JOB

The nature of job is management and effective execution of procurement activities.

The scope of job is as follows:

  1. Contract management:
  2. Systematically and efficiently manage end to end contracting process that include planning, solicitation & tendering, contract formation, conflicts resolution, and contract renewals.
  3. Ensure all the contracts are valid at all time and renewed before expiries.
  4. Update contracts through addendums, etc.
  5. Maintain record and database of all contracts.
  6. Managing relationships with contractors
  7. Achieve savings and cost avoidance in contracts through effective negotiations and contracting strategies i.e. renewal, competitive bidding, tendering, consolidation / centralization / decentralization decisions, etc.
  8. Identify areas of procurement that can be covered under contract.
  9. Make feasibility of contract for the identified procurement spend.
  10. Collaborate with stakeholders in order to make new contract
  • Post Award Contract Management:
  • Hold regular performance review meetings.
  • Resolution of conflicts between stakeholders.
  • Handle requested & approved changes
  • Manage commercial terms like price review requests, etc.
  • Performance Management & Evaluation of Service Providers
  • PR – PO Process:
  • Responsible for procurement of goods and services related to Procurement categories.
  • Evaluate vendors’ quotations to ensure that they are in line with the technical and commercial specifications required for the project.
  • Advise internal and external stakeholders on issues regarding purchasing Terms & Conditions.
  • In charge of daily operational purchasing needs such as planning, issuing and following up on Purchase Orders delivery.
  • Resolve supply, quality, service and invoicing issues with vendors.
  • Maintain proper data/ record of all transactions in hard and soft copies.
  • Fulfil other responsibilities and tasks as assigned.
  • Stakeholders management:
  • Collaborate with internal stake holders i.e. end user and central support departments to meet procurement and their objectives.
  • Meet end users to understand their requirements, suggest improvements and update upon on-hand jobs related to them.
  • Attend meetings organized by business units as procurement representative.
  • Monitor purchase requisition delegated to team to complete within SLA.
  • Solve problems team face in their jobs.
  • Train the team on pre-requisite tools like ERP, Excel, reporting, presentations, etc.
  • Review work being submitted by team for management’s approval to correct mistakes, increase accuracy and improve work quality.
  • Especially assigned responsibilities:
  • Conduct Internal and External Audit
  • Provide documentation proofs in audit and provide management response in case of findings
  • Risk assessment
  • Attend audit meetings
  • Standard Operating Procedure Review

Development and revisions in Standard Operating Procedure SOP in response of audit findings, for improvement of the documentation and efficient procedures

  • PR (complete, reject, request change, delegate and recall)
  • AOQ (submit, request change, recall and approve)
  • PO (submit, request change, recall and approve)
  • Submit and approve service item price change in ERP
  • Approve and create new service item

Qualification: Master in Business Administration / Supply Chain Management / Project Management / Engineering

Experience:  5 – 7 years relevant experience

Training/Courses (optional): Certification in Supply Chain Management or Contract Management
